How this meets Nexus. The Monitor watches the existing library; Nexus intake handles new submissions. Both converge in the Review Queue (Modules, left) — that is where staged fixes and judgment calls get approved. Nothing writes without approval. Every fix is a dry-run proposal — approved per batch, written one record at a time, and read back to confirm. Usage-dependent changes (merges, deletions) stay blocked until the deep usage re-read clears them.
